Natural disasters have become a recurring phenomenon in the recent past. In the last twenty years or so three million people have been killed as a result of such events. There is a need to focus and develop a plan that would focus on disaster management planning for prevention, reduction, mitigation, preparedness and response to reduce life and property due to natural disaster. If we take it in the Indian context, the five year plans have never really taken into consideration the issues relating to the management and mitigation of natural disasters. The traditional perception has been limited to the idea of “calamity relief”, which is seen essentially as a non-plan item of expenditure. Disasters can have devastating impact on the economy and is a significant set back to the development in a given region. Two recent disasters, the Orissa Cyclone and the Gujarat Earthquake, are cases in point. The development process needs to be sensitive towards disaster prevention and mitigation aspects. There is thus a need to look at disasters from a development perspective as well.
